Facing the daunting task of governing a population with diverse cultural and linguistic backgrounds, Carleton exhibited remarkable diplomacy and foresight. He introduced the Quebec Act in 1774, which recognized the rights of French Canadians and established a legal framework that would shape the province's future.

The American Revolutionary War posed a significant challenge for Carleton. His military prowess and unwavering loyalty to the Crown earned him the respect of both his troops and the British leadership.

After the war, Carleton was appointed Governor-in-Chief of British North America. In this role, he oversaw a vast territory that stretched from the Atlantic coast to the Great Lakes. He established a system of government that laid the foundation for the future Dominion of Canada, and his policies played a crucial role in shaping the country's political and economic development.

He believed that understanding and respecting their customs and traditions was essential for maintaining stability and security in the region. He negotiated several treaties with Native nations, establishing boundaries and ensuring peaceful coexistence.
