Mann was born in Brooklyn, New York, in 1946. He grew up in a working-class family and dropped out of high school at the age of 16. He then worked a variety of jobs, including as a janitor, a messenger, and a truck driver. In 1971, he got a job as a longshoreman on the docks of New York City.
Mann was a natural leader, and he quickly rose through the ranks of the International Longshoremen's Association (ILA). In 1982, he was elected president of the ILA's Local 1814, which represents longshoremen in the Port of New York and New Jersey. Mann served as president of Local 1814 for 12 years, during which time he led the union through a number of successful contract negotiations and strikes.
In 1994, Mann left the ILA to pursue his education. He enrolled at the City University of New York (CUNY),where he earned a bachelor's degree in philosophy. He then went on to earn a master's degree and a Ph.D. in philosophy from the University of California, Berkeley.
Mann's academic career has been just as successful as his career as a labor leader. He has published numerous articles and books on topics such as labor history, philosophy of education, and social justice. He is currently a professor of philosophy at the City College of New York.
